What he did couldn't go unpunished, he had to pay for that. I'm pro mage most of the time but that was just too extreme for me. I can't condone killing innocents like that, no matter how much I sympathize with their plight.
I spared him so he could cause another mess so i could us that as another excuse why mages need to be removed for good but is seems it was pointless as mages started another apocalypse so folks won't even need to be convinced that mages need to be destroyed hell even leliana who held once soft and naive views of mages was like "screw that mages cause enough mess" in dai. I rly hope that after her stupidity in Asunder (and consequences of that) and dao in that matter she opened her eyes how destructive mages are and they need to be deal with by any means.
While this depends on people's opinions on her (and there were other people in the Chantry) there are other reasons for wanting to punish him. Elthina was definitely not innocent. And while I don't agree with his actions, I won't murder him in turn for it. I agree with Merrill in that he should come with me to set things right.

It was nighttime and the only people we saw in there were templars. I won't deny that people died who didn't deserve it, but we have no idea how many.

Well it is not that leliana is innocent she is chantry assassin so i don't think she could label her as innocent bystander.

Such great voice acting and setting, as that particular line could come off incredible cheesy.
