If we're talking about within the parameters of the game, i'd say Liara through 3.

Leliana believes in True Love transcending death and would therefore stick to her ME1 romance.  Who'd probably be Liara.

 

Though she seems to like tragedy in her love stories, so maybe she'd have the ME1 LI die on Virmire and then hook up with Thane.

That's what I thought too.(The staying loyal to her romance bit) But she definitely wouldn't romance Kaidan over Liara IMO. I can see her going for Ashley as mshep though...

 

But there's also the possibility she just sees it as a game and wouldn't hold her loyalties so closely.

I can see Leliana as the type to ship all the companions she doesn't romance. Like she decides Dr. Chakwas finally finds her rugged but sensitive soul in Zaeed.

Not sure if I think there will, but if they do end up bringing back the Warden and don't do something with Leliana, I will forever consider it a wasted opportunity. :S

I would imagine she'd say some things about both (mainly Celene since they've met).   I think she'd be more inclined to support Celene.

Weirdly, I am seeing my MageWarden consider his and Leliana's song Poison's "Every Rose has its thorns."

 

Or at least the Thedan equivalent thereof.

 

I assume they must have had a bad breakup given his radical Pro-Mage views.

 

Still, he thinks of her as the only good thing which ever came from the Chantry--wherever he is.

I do wonder just what their relationship entails because it was clear it was not the first time they met in TME
