wow to chose send there leliana or cullen on torture that would be sadistic choice ideal solution for me would be send both there. 
Not rly despite i dislike cullen and i just don't care about leliana cullen as far didn't show any case of doing trouble plus he is anti-mage when leliana well she is already causing problems and pretty much her attitude toward mages need to be brought to reality(plus what she did in asunder).

That is my guess as well. Leliana gets captured because she was spying behind enemy lines. Once she gets discovered, the game is is up. Presumably Cullen would be attacking Redcliffe with an army. He should be a lot less likely to end up captured.
Honestly it would be a bit disappointing if that quest always resulted in an adviser captured. There should be different results for choosing different advisers.

That's what I intend. Alexius definitely seems like he can be negotiated with.
