The discussions on who is best Divine reminds me of the DA:O days where people argued whether Alistair or Anora would be the better leader, how Alistair was too immature and disinterested in ruling Ferelden, how Anora was too power-hungry, yet in Inquisition those choices seem to hardly have any effect. Both leaders seem to do a pretty good job as King/Queen.
I think people are looking too deep into what Leliana/Cassandra/Vivienne would change once named Divine, as I don't think those will have any drastic effect in future DA games, especially DA4 since it seems it will take place in northern Thedas.
All three make great Divines, some of their decisions may be bad, but this isn't the first morally ambiguous decision we've had to make in Dragon Age and it won't be the last. There's no such thing as good or bad choice in this series, be it the Bhelen/Harrowmont or Mage/Templar decision.
For me, unhardened Leliana as Victoria is the best outcome, followed by Cassandra, but I didn't want to make her Divine because of her romance with my Inquisitor. At least Divine!Leliana will remain with my Warden regardless.
And it fits well with my headcanon for their romance; my older, more wiser Warden wanting to settle down and continue serving the Wardens from one place, while being near Leliana. He for sure loved adventuring with her across Ferelden after the Blight when they were younger, but he's had his share of thrill and travel. He's all for settling down and having a family now...before the taint takes him away from his love.
