That's what it says on the artist's Tumblr. It says that they imagine the Warden likes Leliana's hood, either to greet her by pulling her hood down or, as pictured here, to pull her close and kiss her.
My Warden would so do that. Sneak up behind her and pull her hood down. I mean, who else could get away with that?

I haven't killed a single one on purpose on my two playthroughs. Not a single one. I believe only one (WHO SHOT THAT HALLA? DORIAN, WAS THAT YOU?!) was actually hurt.
