Well it is rather infiltration mission so it is rather stuff for spy (perhaps you will be able send agents) i would send someone rather averge perhaps male mage/warrior with good infiltration skills also as they are tevinter i would send someone rather who don't have limits.Sending qunari would end rather badly as they would spot him quickly and well leliana is possible known heroine of 5 blight and divine spy so well.

Totally for that, actually. And, assuming you didn't romance her even if she was available, I don't see why she couldn't have that happy ending once reunited with the Warden.
And even if you did romance her as the Inquisitor, you could write a romance arc in which Leliana is, regretfully, manipulating a romancing Inquisitor to help her rescue her true love, the romanced Warden. YMMV, of course, but I think it could be interesting.
Finally, of course, if there is no Warden competition she and the Inquisitor could have their own happy ending. Or something.

Knowing that she was looking for the Warden after his/her disappearance for mostly personal reasons rather than mostly professional ones would be enough for me, honestly.
I'm okay with tragic endings. Just...prefer tragic endings when they're tragic because of what happened, and not tragic because the plot point was forgotten. :S
