Looking at Leliana, Cassandra and Briala (who are mid thirties) and comparing them to Celene (who is canonically 36/37) is rather weird really.
I can understand being an Empress is a stressful job, but let's be honest, being Left Hand is just as hard work. Leliana's fragile physique and the fact she is so shaken and broken up emotionally further proves this. Celene didn't have blood on her hands all day, everyday.
Yet Leliana still looks gorgeous and Celene (if you've seen her without a mask) is rather...meh. I feel the designers went a little too far with aging and wrinkling her up.
Here's a notion; maybe exposure to the Sacred Ashes of Andraste are responsible for Leliana looking so ageless? It's easy to imagine that the Warden would have given her the task over overseeing the pouch of Ashes on the way back to Redcliffe, so maybe she had some secondary exposure to its healing properties?
Getting older is not the same for everybody. I'm 38 and I can't conceal it, but I know people of my age who seem to have made a pact with the devil. A friend of mine surely does. And there are women like Monica Bellucci. She's 50 and hot as hell.
They could have put more wrinkles in Leliana's or in Morrigan's skin to show they are not in their 20s, but at least is not Flemeth's story of having an old looking face in DAO, a youthful face in DA2, and then a face full of wrinkles in DAI, while having every time a body that many young girls would kill to have. Maybe Morrigan benefits of having Flemeths heritage somehow
I was thinking... We don't know much about Leli's father, do we? And these days it seems we have old elven gods everywhere. Maybe she is the daughter of a hidden elven god too. That would justify any plot hole with her and her youthful look. Dum dum dummmm!
Just joking, enough hidden elven gods already, and we wouldn't stop hearing complaints about her pet writer's status
Well, I did pose the theory earlier that her father was the Usurper King Meghren.

She was born in Ferelden IIRC, and fled to Orlais with her mother when the occupation ended. Probably when she was a few months old.
EDIT: Ah, nevermind. I guess her mother was just pregnant with her when she left or something.

It has been so long since I played DA:O, but I think she was born in Orlais as well.
My personal pet theory (a.k.a. head canon) on Leliana's father is that he was part of the Orlesian occupation of Ferelden. While in Ferelden he ends up getting involved with a local Fereldan woman, and when the Orlesians withdraw from Ferelden following the Battle of the River Dane, she is forced to flee with the retreating army.
It fits within the timeline and might explain why Leliana's mother ended up in Orlais. As countries in Europe were liberated in World War Two, local women who had relationships with German soldiers were often targeted by mobs for retaliation. And this was in civilized nations. I can't imagine a quasi-medieval country like Ferelden is some place where she'd be safe if the Orlesian occupation was the backdrop of how they met.

Most of my names I've chosen for him are related to elven gods in some way, it seems. Leliana and my Warden are very different pet owners, one gives her pets cutesy 'd'awwww...' names, the other is the type who names her pets something suitably intimidating like 'Thor' or 'Zeus' or something, I suppose. :S
