Does the Divine take chastity vows? I always got the sense that was optional... and she certainly didn't take those vows when she was just a Reverand Mother... or practiced those vows.
And she's not even that old...
Leliana's dialogue in DA:O seems to pretty strongly suggest that all initiates/priest take vows.
Though of course in DA:O it seemed like the Templars were all supposed to be chaste, which wasn't the case in subsequent games.

Initiates take vows and Leliana was only affirmed. So I think in order to raise beyond the rank of sister you'd have to become an initiate. And from Dorothea's tone, I think perhaps she broke her vows with Marjolaine.
Anyway, I'm definitely in the "yay Leli!" camp.

I just read an interview where a dev, Laidlaw I think, said that they were unlikely to bring romanceable companions back as companions and definitely not as romances.

Erm, no. Like 200% no. They will do that for the Scribles, but Leliana belongs to the warden, even if the flag isn't there, she still won't be romance-able.

Cullen wasn't a companion and has no baggage to carry along, Leliana does, a lot. It's not happening.
