It would only be a rehash if that's the way they decided to make it; it's a decade on, the mission is completely different, and she seems to be back in the bard groove but on the Maker's side this time - there's plenty of new material for an entirely new character/romance arc.
I'm not really bothered one way or the other about it, I'm looking forward to her return because A) she's awesome, and B ) I'm hoping for some clues about my warden's situation, and neither of those require a new romance, but as a reason why it couldn't work the assumption that it would just be the same story arc with a new protagonist doesn't make sense to me.

I was a little disappointed that Leliana isn't a love interest but it does make sense she'd be unavailable because of the Warden. At the same time though perhaps they could have just circumvented the issue with making her available if she was no romanced. I'd have at least one Inquisitor ready in a world where she never romanced the Warden.
