I believe the character themselves will have to be level 60 and from reading how to import a saved game, the level 60 character must be from a complete playthrough.

Yes, there is a bonus for importing a level 60 character.
I do believe you can get a level 60 character on your first playthrough (as long as it's not your very first playthrough ever). I know on the 360, there are 3 achivements that together give you plus 20% XP bonus so it could be possible. As for the PC, I don't know (and I know what you mean when you're saying you don't want to have to play through the entire game again, I finished my second playthrough at level 59 and so I'm trying my best to sluggishly make a 3rd playthrough to finish with level 60).

Well just so you know a lvl 59 character will star the game at lvl 3.
A lvl 60 will start at lvl 4.
So far that is the only diferance so it might not be worth it.

All I know for sure was that a level 60 character (plus if you were Paragon or Renegade) would start off with more XP or something like that so JasonPogo is most likely right, though I have not read/seen his information anywhere before (and please don't take that statement the wrong way, I mean no insult).
I finished my second playthrough with a level 59 so I'm suffering through a thrid to finish as 60

You cant, after level 50 no earn more xp in first playthrough.
In first playthrough i complete all side missions, and 3 main mission before enter in Virmire with level 50.

I finished a first playthough at level 54. The level 50 cap only applies to people who haven't completed the game once before.
