Yeah, I'd say around E3. Some people say that if your PC can run BF4 it should run DA:I though.

Im not concerned on specs. I bought a whole new system from the ground up short while ago. Any game past, present or future. I be able to play on max settings.

It's a deployment issue. You will have to wait until it has been run extensively on all supporting platforms.
