I would say ME4 will be released late 2015 or in 2016. I don't think they can wait much more than that or that they could release it much earlier. I also think that the new IP will be released after ME4 because there isn't much information about it so I believe it is in early stage of a development.
Honestly, when do you think ME4 will be released.

Ladies and Gentlemen, Mass Effect 4? Mass Effect is dead without Shepard & his crew..
Last time I checked, Mass Effect game was all about Commander Shepard and his crew - and of course their amazing adventure against Reapers. The Trilogy was all about them, what will Mass Effect 4 be about anyhow? Some Alliance soldier who was either that kid from one the ending who looked up the stars with his grandfather or just a random pop out soldier with a different background story.
In my eyes, Mass Effect is finished just as Shepard..sadly.
I'm not sure when ME4 gets released, but I hope they'll at least include some past character from Mass Effect trilogy. For example Liara - since asari lives for many hundred of years, so as krogan. It would be neat to get some story background and a memory reminder of old trilogy.

Mass Effect has plenty of potential for any number of stories. It'll be fine without Shepard and crew. Let them rest.
As for the OP: I'd say Q4 2015 - Q1 2016

Personally, I do think they have learned that end of quater releases can heavily backfire on you, so I think they will release it next year march or april, maybe even june.
however the publisher is EA after all so this is still just a guess tbh
that being said they've apparently been working on ME "4" or whatever its going to be called since before mass effect 3 and its currently "playable" meaning its probably in mid or late alpha testing game play wise. So Im going to assume based on those rumors that we'll see a trailer at E3 this year or at least a teaser then a trailer in September then a release in summer 2015 or the fall of 2015.
to be honest If they do push it to 2016 ill be happy and sad because well it will make me happy that they really did take our opinions to heart over mass effect 3 (not just the ending, I had many gripes with that game. Constant scan and pick up and run away. scrapped content from previous story lines like the dream sequence which then was used just to show shepards distress then used by IT theorists for the indoctrination theory, which was actually going to be correct had they not scrapped that plot). anyway but id be sad because I just want a new mass effect game, constantly getting frustrated playing through the messed up plot ridden story and the small problems is well becoming annoying now.

Then we got the DA:I release, however, all the people buying oe of the games won't be buying the other no matter what. Even if they are both a type of RPG game.¨
I've been buying both DA and Mass Effect, but I do buy a lot of games.

I think BDtS is free for ME1 now. Not sure if you can even get Pinnacle Station anymore - that's the only DLC I haven't played.
You can get still get it on Xbox. Costs $1.
All the DLC is still available on XBL for the most part.

Im under the impression they are making pretty steady progress with it despite the radio silence. Plus with Inquisition on the horizon Biowares focus is squarely on that.
Optimistically Q4 next year would be great

Was Star Trek solely based on Kirk? Star Wars on Skywalker? They're defining characters within their respective universes, however, the defining characteristic of any great fictional universe is to be rich with potential for numerous stories about any multitude of things. A great fictional universe isn't defined by a single character.
Mass Effect has plenty of potential for any number of stories. It'll be fine without Shepard and crew. Let them rest.
As for the OP: I'd say Q4 2015 - Q1 2016
Mass Effect expanded media has proven that it isn't an exceptional universe. It had potential to be, but it really hasn't had any real success.
That said, yes, Star Trek is still largely about Kirk. The Skywalkers are a fundamental part of the Star Wars universe.
Mass Effect especially really is, at the bottom line, about one person or a group of people. Mass Effect unfortunately has proven that it is indeed run on the power of Shepard's name alone. Outside of it is essentially just mediocre and disappointing generic space opera.
I realize that a lot of this is personal opinion, so I'll square away to my point: I wouldn't put Mass Effect up with the best fictional universes any more. I just don't see the ability or talent from the creative team to do so. As I've said, it's disappointing, since this was what their idea was for a long-time, to make a big universe.
