Perhaps an easier one this time.
Why would custom content (BCK classic in this case) appear in the toolset but not in the game?
It is hacked onto the module and the module see the campaign resources so the 2da is correct ...
It's an odd one.

Something like this happened to me and it was either something to do with an erf or that the hak 2da was overwritten by another somewhere I can't remember.

Perhaps a conflict of placeables.2da between the campaign folder, .hak files and override. During a session the toolset "memorizes", all resources read, while the game engine picks the first if finds. I think hak first.

I went looking for stray haks, none found yet 
I am currently re-installing the game. It seems extreme but somehow it feel like the connection between campaign file and module have become borked.
Also I'm getting a bit desperate

The reload fixed the 2da issue and all goods are back in play
