I got the Vote problem...

Only on PC am I willing to get Grunt before anyone else. It is very hard to get through Grunt, Garrus, and Jack's recruitment mission without upgrades.

Its not to bad.

 

I once did a playthrough where I recruited Mordin just before Horizon. After I got him, it took nearly 10 minutes to add all the upgrades I had from the previous missions
