It does somewhat, but it's mostly the Skillian fishes? The blue ones....
That's why some people think Garrus is too much of a puppet or someone who just agrees too much with Shepard, but yeah, I thought he'd go ape**** and yell at us...
It's in this instance that I can't really argue against the criticism that Garrus is too forgiving. Even EDI appears to be more disapproving of the destruction of a race that has been either an enemy that was actively helping the reapers, or an isolationist society that didn't stop its splinter group from doing so.
Maybe it's because Garrus has been through too much with shep, right from the beginning as he's fond of telling James.

Yes; but for a renegade Shep it hits close to the bone in some ways. Especially if you have just wounded the hostage in the standoff.
Plus it neatly draws to light the fact that for a ME1 continuation player, working for cerberus should throw up these questions (incoming Massively in 3.. 2... ).
