It's Wrex's line. Besides Grunt's "I love you guys..." line above, the other dialogues are in the game, but you may never hear them at all.

It's mixed with a little bit of two or one of Grunt's lines. These dialogues don't have subtitles. They're basically background noise during the Party. It's really, really hard to even listen to them...

To hear them you can't be nearby, that's the problem. The only reason why I could listen to them clearly was due to the flycam.

Most of the time all I can pick out is a burst of laughter.
Wrex does have a very embarrassing laugh that he does from time to time. But the loud laughs do make up a bulk of the ambient noises/dialogues.

Occasionally I'll hear a line that makes me chuckle, but I can't remember it long enough to write it down, heh.

I don't think I've ever ran into something that wasn't subtitled.In the ME2 DLC there's even some subtitles for the hearing impaired (which made me wtf 
)

In the citadel dlc it happens all the time during the party, with the little groups of crew members talking amongst themselves.

Actually, I always go talk to this guy for the Casino mission in Citadel because his dialog with that aristocratic(?) accent is so entertaining.
