No, it's in the Citadel DLC. It's totally worth buying the Citadel DLC just to make the breakup more entertaining.
Do you still get that scene if you've started another relationship in me3? Playing thru 2 and I havent settled on a LI for this run. Was leaning towards Garrus (still haven't done the g-man) but a Jacob to drive-me-to-lesbianism Traynor choice might be good. Looking forward to sad Kaidan when I destroy his delusions of getting back togther in 3.

I believe you do since you're still romancing him. The only way to find out is to try it though.

I think it's my favorite in the game. Either that or waiting for the Weyloc Speaker to get 3 or 4 lines into his spiel before Shepard shoots the tank out of boredom.
