1. Graphics/Animations AT THE VERY LEAST on par with Skyrim.
2. More automatic weapons. New Vegas' lacked them.
3. A map that's more akin to Skyrim in terms of showing hills, roads, etc.

I'd also like seeing another giant ruined city instead of the Mojave. I found the Mojave bland, boring.
The Capital Wasteland was great.
I'd like seeing New York, I guess, since it's huge and has giant metro.
Point 1: The graphics will most likely be better than those of Skyrim.
Skyrim came out in 2011.
Fallout 4 will come out some time in the unannounced future (assuming it does).
This is more a question of art direction, since it is unlikely that the graphics will be inferior to a game that came out in 2011 (and was arguably dated even then). Art direction is what makes Mario Galaxy and Metroid Prime series look gorgeous despite having inferior graphics. Dark Souls 1 and 2 and Daemon Souls have dated graphics yet look incredible because of art direction.
Fallout 3 and Fallout New Vegas have very good art direction in my opinion. If they keep up that same grim, brown aesthetic (note to Call of Duty, you don't have to make your games look like Fallout games) then that would be awesome. If the game comes out in 2018 yet has graphics that are more akin to 2015, it would still look better than Skyrim.

Point 2: My biggest worry with have loads of automatic weapons is that you end up with several SMG's, rapid fire pistols and assault rifles that do the same thing. Some fire slower. Some have more recoil. Some fire harder. All of them are too similar. I think fewer but distinct weapon classes could win. I'd like each weapon type to have pros and cons in addition to situational usage. The hunting rifles/sniper rifles for long ranged combat, the assault rifles/smgs for mid ranged combat, shotguns for close ranged combat and pistols as backup. I'd like more customisation options. The modding in New Vegas was a step in the right direction.

Point 3: That map is from vanilla skyrim Skyrim. It is a mod. The vanilla game uses a satellite image of Skyrim with moving clouds and slain dragon souls which is bizarre for the setting. I guess the Dragonborn has an innate GPS ability. Though I agree with what you said. The map should show hills and valleys.
