I have ME on PC and Xbox and have played through it a gazillion times. Unfortunately like most people I haven't got saved games of any of it (on PC). I recently decided that I was bored enough to try yet another play-through, this time with a new concept for a Shepard. The only problem is that I want to do it "right" (it's an anal-retentive perfectionist thing, just go with it) and to do that I need to finish the game at 60th-level. I'm not above using cheats for this as I see the story as being the primary focus. Even on Insanity the game is easy so it's not like I've ever played it for the challenge of the gameplay.

But the thought of having to go through it all TWICE in order to do this is just... too much.

I know I can get ME1 saves but these have the wrong names, faces and classes for my Shep. I've found an Achievement editor and used a 60th-level save to unlock all achievements but the game will only allow me to cheat to 50th-level on a first playthrough. The actual character file has to have something in it that says it's finished the game (or at least the autosave of it finishing, not sure which).

So is there any way to cheat around this? Even I'm not bored enough to play through ME1 twice just to get this done.

The mass effect wiki has instructions for enabling the developer console, and a huge list of cheat commands.

Did you even try it, or did you just dismiss it out of hand because you don't want to put in the effort?

I just did. Through the developer console, I added 862,100 experience points to a brand-spanking-new level 1 soldier shep and it jumped him all the way to level 60 in about 2 seconds.

Ran into this problem before. Just load the level 60 save and play through the ending sequence. Game should allow you to level new characters to 60 now.

I did that but it wouldn't let me level the character I'd already started. I just tried starting a new one and it let me do it all the way to 60 so thanks.
