Is there any way I can import my character from my 360 to the PC for ME2?
I have a level 60 character on the 360 with multiple play throughs. I want to get ME2 for the PC because it is going to be more a shooter than ME1.
I am sorry if someone else have asked this question.

I'd love to do this as well but I can't find an answer to it either, for now it appears that you can't.

How about letting me choose what happened in ME1? Like saving ashley, the counsel members, etc?

You can do that already if you don't import a save.
