Wouldn't really make sense for him to appear in Orlais/Ferelden. Though I'm hoping DA4 is about another Qunari Invasion, perfect time for him to make an appearence.

Those two things wouldnt be held in the same regard. The arishok told him to find out what a blight was and he did so he didnt fail in that mission
