Elthina and Justinia aren't moderates, they have a vested interest in maintaining Chantry control.
The Chantry is not a neutral party, it is the responsible party. If anything, Mages and Templars should be allied against it for what it has done to both of them.

No, Justinia was willing to extend limited freedoms to the Circle of Magi, because the alternative was them slipping out from under the Chantry's thumb completely.
And yes, Elthina was terrible. She didn't do or suggest anything to fix the deteriorating situation, she just sat on her hands and whined about how hard it was. If she appears "moderate", it's only due to her own laziness.
And who says being "moderate" is automatically the right path in this situation, anyway? That's a golden mean fallacy.

It's the right path, if you're able to talk to them, get something accomplished, and people don't die in the process.
If the Chantry is so bad that even these people can't be engaged and are representatives of "evil", then the only choice is war. Lots of war. For many, many years. You don't just unseat religions and extinguish the Chantry quickly.

Why would the templars ally with the mages against the Chantry? The only reason they left it is because they think that the Chantry's new stance on mages is too moderate. They don't care one bit about the lyrium addiction. If the Chantry would return to their previous stance they'd return in an heartbeat (which was more of less Lambert's goal: forcing the Chantry to choose a more pro-templar Divine).

I would add one other thing that's wrong with Anders.
Justice comes from the Fade. His idea of seeing things materialize is instant.. He creates by sheer will. Once he's kicked into this realm, he doesn't understand how things work. You need to nurture situations and slowly mold things into shape. It puzzles me why any "normal" mortal would want to think like Justice though. It's disastrous. You can't push the world to shape as you see fit. It'll just fall apart that way. Which is what we're seeing.

It's dumb to merge, yes.. but Justice himself should've never been here. I kicked him out of my DAA group, but I wish I could've killed him. Heh

If I was a mage, I'd rather have her leading me. Rhys is an indecisive clod who apparently has no problems hooking up with a psychotic ****** who knocked him unconscious when he was being totally co-operative, and was perfectly happy to let him starve to death in a dungeon.
If Rhys was Rebecca and Evagenline was Eustace, everyone would be up in arms about how creepy and abusive and Stockholm Syndrome-y their relationship is.
But since Dawn of the Seeker revolves around pretty much the exact same kind of relationship, I think BioWare might just have a boner for female-on-male spousal abuse.

leashed? the only thing leashing them is lyrium.... it was painfully obvious that the chantry in da 2 hardly leashed the templars, which in turn caused the mages to rebel, which in turn led to the chantry being blown up, which in turn led to a 3 way war where every major party involved was in one way or another partly responsible
