Justice doesn't decide anything. Anders corrupts Justice, not the other way around, All of Anders actions are the actions he chose on his own. Justice at most makes Anders act more aggressively, but it all still starts with Anders.

So when he takes possession of Anders, I think it’s a reasonable hypothesis to say he “remembers” everything done to Anders…and everything Anders has been trying very hard not to think about or dwell upon. He can’t keep his shields up from his own thoughts, so all his defenses crumble. And that’s when he realizes that what’s being done to the mages is wrong.
