Cullen didn't kill these mages (which were three according to the epilogue) under any circumstance, as it depends on the PC's choice at the end of the Broken Circle quest and finally with the choice the PC makes at the ending ceremony, regarding what the GW wants in reward for killing/helping to kill the AD. I think being a mage has an impact on this choice as well, IIRC. Even then, I thought the killings were only a rumor, revealed as such in DA2.
Anders' part is done; his role fulfilled.
I'd drop the hundred for an option to dramatically better the state of mages and elves in Andrastian society.

Thanks. I was a mage and i asked for the mages to be free of the circle I think. That must have triggered it.

It was in my DAO ending. I was a mage who wanted mages to be free as my reward. It was in my epilogue. tommy6860 just explained how it triggered. I guess in DA2 it was just a rumor.

Given that he suffered a ton of torture during Uldred's coup, went to Greenfell to recuperate (according to Witch Hunt) and then accepted a transfer to Kirkwall shortly afterwards, it's not to see how a rumour of him going insane, killing some mages, before running off first sprung up.
As for Anders, I'd like to see him back.

I personally do not care whether he's included as a possible sub-plot in DA:I along with any other possibility as long as it is well written and pertinent to this new episode of DA. I simply do not want returning companions (emphasis on being a companion, not an NPC) that will (obviously) have little to do with The Inquisitor, since s/he is a totally different protagonist. I do not like in any way, retconning characters into games. If I kill, or a character dies in the previous game in the same series, then they stay dead if my canon played it out as such. As much as I like Leliana (for example), if she died in DA:O, she had no business in DA2, no matter what, same with Zevran (IIRC on him as well).
They've always maintained that Zevran showing up if he had been killed was a glitch.
Ultimately I feel that Anders should return in imports where he survived DA2, providing his inclusion in DAI would make sense; something that I think is very possible, given that he's largely(but not solely) responsible for the state of the world in DAI.
But he should never be a companion again.
Could you imagine if Anders lived and he was their 'Father' of his cult in DA:I?
Kinda reminds me of the quest for Sacred Ashes. I seriously doubt it though.
Seeing how Anders delivered the final blow in DA:2, he only added fuel to the Mage/Templar thing.
I love Anders in Awakening and love him in DA:2. He could just be Justice now. Just have to wait and see what happens.
