Was Garrus originally meant to have Nyreen's role?

This struck me the first time I played the Omega DLC, and is now bothering me again after my second time. Looking at Nyreen's role in the DLC, I wonder if perhaps that was meant to belong to Garrus when Omega was still intended as part of the vanilla game. Consider the two characters:

-Both went to Omega after becoming frustrated with the way Turians traditionally do things

-Both exist as counterpoints to Aria, putting the people of Omega before them

-Both are vigilantes running a mercenary group fighting for the greater good

Substitute Nyreen with Garrus, and you suddenly have a far more coherent and consistent character arc for Omega's Archangel than what he actually gets in ME3. Omitting her contrived suicide at the end, Nyreen's role in the Omega DLC would have suited Garrus far better than being drafted into the Turian military and being magically ranked above generals for some daft reason, IMO anyway.

Thoughts?

I doubt Garrus would want to lead a squad after what happened to his Omega crew. Garrus went to join Shepard in ME2, and then after 2, he went back to Palaven. I doubt he wanted to go back to Omega. He's been away from his family for too long, and I'm sure Solana wanted him to come home after being gone for so long.

Garrus can be dead in ME3 if he dies during the suicide mission.

It would maybe make more sense if Nyreen was one of his Lieutenants who managed to escape, and Garrus didn't know. They could've put her name in the SB dossier, or something. It would've been pretty interesting to have Garrus along for the DLC, though.

Zaeed was a merc for Cerberus in the original script. You could either persuay or kill him.

While true, I would've loved to be able to have him play a part in Omega if he's alive, and have Nyreen take his place if he died.

... guys, this isn't about Garrus heading a gang on Omega in ME3.

This is about Garrus having interactions with Aria on Omega - possibly in a much more fitting way than Nyreen did.

Garrus could have still been associated with the Turian military, though maybe not as much as he ended up.

Think Tali with Rannoch.

Or kinda Liara with Thessia.

Or kinda EDI with Cronos.

In ME1 and (especially) 2, Garrus' defining characteristics were his almost self-destructive obsessions with justice and making sure wrongdoers paid for their crimes. Even if he hated going back to Omega, it would be perfectly in-character for him to sacrifice his own happiness for the sake of helping the oppressed.

The only part of Nyreen that stems from fan requests is the fact that she's a female Turian, though. Everything else about her makes her feel like a Garrus expy.
