This struck me the first time I played the Omega DLC, and is now bothering me again after my second time. Looking at Nyreen's role in the DLC, I wonder if perhaps that was meant to belong to Garrus when Omega was still intended as part of the vanilla game. Consider the two characters:
-Both went to Omega after becoming frustrated with the way Turians traditionally do things
-Both exist as counterpoints to Aria, putting the people of Omega before them
-Both are vigilantes running a mercenary group fighting for the greater good
Substitute Nyreen with Garrus, and you suddenly have a far more coherent and consistent character arc for Omega's Archangel than what he actually gets in ME3. Omitting her contrived suicide at the end, Nyreen's role in the Omega DLC would have suited Garrus far better than being drafted into the Turian military and being magically ranked above generals for some daft reason, IMO anyway.
