It seems the Zaeed DLC was already on the disc, what's even more intriguing is the character Kasumi -- who is also on that list, but has not been mentioned until now. Are we seeing a potential 12th squadmate that will be available DLC like Zaeed or is it just work in progress stuff that will never see the light of day?
Read the article though, it should explain things more clearer. Obviously, beware of spoilers as it has a list of all the recruitable squadmates.

It is more likely that content on-disc is unfinished, or works with the DLC at a point they knew they were going to offer it. Similar to how they knew Shale was going to be a party member [in Dragon Age: Origins, if you don't know what I'm talking about] but didn't have it completed in time to be fully included on disc, I assume.
