They actually make a comeback. Outside one of the stores of the Citadel. They are talking about getting the child something else. And the guy goes "Why don't we ask random people on the street"

Both the refund guy & the women and her brother in law arguing over the baby are in ME2 on the citadel. The refund guy is outside of the warehouse arguing with some one else. Stop & listen to them talk and you will get it. The women & her brother in law are in Sirta Foundation buying the baby some stuff. Check it out. Refund dudes new conversation is funny.
