I have Okku as a group member and in my quest log it says to speak to Sheva, but when I go to her nothing happens. Text pops up over her head saying, "If you seek barter or trading, foreigner, you may speak to Katya. Mundane matters are her affair, and matters of law are mine."
No matter what I do I can't get the quest to complete and am therefore locked from doing anything else in the game. Any help would be greatly appreciated.
what does your journal entry say under "Wrath of the Bear God"?
At the witches, there is a trigger that should start a dialog automatically. But for it to work it needs to be marked as 'not done' and your journal needs to be in state:
"You have defeated Okku's army, deciding to spare the bear god's life. .." or
"You have defeated Okku in battle and devoured the bear god's soul. .."
If you have one of those, the top one i guess, then this may be the problem:

Fortunately there seems to be only one "GenericTrigger" in the area. Console that while standing outside the witch's corral; or if your journal isn't in proper state, here's the command:

It's okay to do them both together, then walk toward Sheva etc. /good luck
