I am thinking about raising a dual-wield warrior, either with one sword and one dagger or two swords.
Which works well? and how much dex should I invest in?

If you're using 2 longswords, 36 dex is what you should aim for so you can max out the top row of DW talents that allows you to actually equip 2 full size weapons.
I'm fond of Champion/Reaver myself, just for the fun factor, though reaver is pretty underwhelming in this game. Berserker is always good for damage-oriented characters and the stamina regen penalty eventually becomes nothing (I just don't like it because the modal always turns off after battles and during cutscenes and quite frankly it irritates me)

If you go for two fullsized weapons, duel Veshialle is what you want.If you can't get both veshialles, then Starfang will work almost as well. 26 dex, as much strength as you think is good.
One sword and one dagger-maybe Lethality, 60 DEX, 60 CUN. Just enough strength to equip light dragon armor.

Both works well. Two full sized weapons will provide better activated talent damage, while a full sized - dagger combo will provide little bit faster autoattacks.
For equipping two full sized weapons, one would require 36 DEX for achieving DW Mastery as already mentioned. So, for an offensive character trying to deal as much damage as possible, 36 base DEX should usually be the maximum. Every other attribute point should go into STR.
Similarly, for the full sized - dagger combo, one would need at least 24 DEX for Momentum. Getting Whirlwind is a good idea mostly though, for which 30 DEX is needed.
Another thing that can be done is to use a dagger with the mainhand and a full sized weapon with the off, after investing 36 DEX for DW Mastery. The Rose's Thorn and Starfang are the optimal choice in this category. The tactic is to use Dual Striking autoattacks in tandem with speed increasing options like Momentum, Haste, Blood Thirst, Swift Salve as viable. Enchanting the weapons with runes and the mages' elemental weapons is also a very potent way to increase DPS. It can be taken one step further by applying the meanest poisons and coatings available. This setup has one of the highest autoattack DPS in the game, rivaled only by a backstabbing CUNN rogue in all likelihood.
