The impression I got, which is by no means offical or even correct, is that you unlock a secondary costume--which, of the ones we've seen thus far appears to be nothing more than a pallatte swap--upon finishing their loyalty quest.
Which, I suppose means we'll have to go out and shoot robots and bugmen in the face as opposed to playing sci-fi dress-up.

As long as I can still upgrade their protections and armour ratings etc, I'm fine with it. It was often a shame in ME1 that the personal armour was swapped out immediately upon recruiting. I did like having a whole squad decked out in Colossus armour but would just prefer knowing they are now as protected as possible. If you'll note though, each character is far more unique now, not just to each other but to other NPCs. Why would you cover up Miranda or even SuZe with her unique tatts? If you need a story reason, Miranda is suppose to be super rich... wouldn't she have commisioned the best armour Cerberus could invent?? Just a thought.

well each outfit can be customised plenty from shoulders to chest to helmet in a wide range of colurs and tints and i suppose you unlock better and stronger pieces to put on your armor as you go along like on oblivion.
