I'm not sure I consider it OP when parts of the game are literally impossible (on Nightmare anyway <.<) without it.
Wasn't it just hardcore and insanity?
So why can't the enemies headshot players?

Noveria was probably the hardest part in the game on isnaity, but if you were a biotic it was a breeze. At least I thought it was. I highly enjoyed Insanity.

Everything was breeze with singularity. There's a reason they slowly but surely nerfed it into the ground over the next 2 games...
