People seem to have a lot of assumptions about Cullen. It's not like we actually know a whole lot about him to begin with.

 

We know he's young in DA:O, he survives a horrific event and grows a new determination from it (if a bit fanatic)

 

In DA2 Meredith recognized the drive that made her Commander in him and promotes him. During his time in Kirkwall Cullen is in almost direct charge of personel for seven years at least, that's some experience.

 

At the Dragon Age 2 climax Cullen realises that the templars are just as prone to corruption as the mages are and that there needs to be balance for those that do not wish to be involved. Remember, Cullen does not wish for people to die, he's mor emerciful than Meredith, if only just.

 

Afterwards he is the highest ranking Templar in Kirkwall, he's in direct charge at the very least until the divine sends word of a new commander and here he might have been working closely with Hawke as Viscount and/or Aveline as Guard captain.

 

He might not have a lot of tactical experience, but he knows what it means to serve and order a force.

 

And remember, the Inqusition are upstarts, I doubt we have great commanders lining up to join the ranks exactly.

 

Btw. Not a Cullen fan.

 

Guy was extremely incompetent ,blind and obsequious... we have to do many times his job ourselves... 

 

pretty much under his "authority" arlik and karas were doing own things without consequences sadly corruption landed on my hawke head...

 

he was blind on meredith insanity to the end...

 

We can give him anders on the plate he won't do crap...

 

He possibly hawke mage who sided with mages escape out of fear... templars would kick him out for that...

 

Not mention that he couldn't take own decisions relying on hawke entire time...

 

army of blood mages roaming in city that he was protecting

 

If someone competent would be knight capitan i would have at least half of the work

 

Not mention that i don't want any pro-templar or pro-mage in my inq i want pro-inq person that will be loyal to inq no matter what...

Lelliana has history with the current Divine, she is her not so secret, secret agent or "the left hand of the Divine". The leaders of the Chantry are wiped out when the breach occurs so naturally Leliana will be involved in fiding out what hapens along with Cassandra who is "the right hand of the Divine" they are working with each other but Leliana is not technically a Seeker just an agent.

Cullen, well people love Cullen for some reason, the only cool thing he did was strip Meredith of her post at the very end of DA2 which shows his loyalty is to the Chantry and he understands it is a Templar's job to protect mages not oppress them, with his history in the Circle as a Knight Captain and his links with Hawke, Cassandra no doubt asks him to join the Inquisition as an advisor.

Varric is Varric, he needs to be in the game because reasons (chest hair and gruff voice related reasons)

Leliana's connection to the Inquisition is probably through Cassandra, as they both appear to be Seekers and Cassandra is the first character to encounter to the Inquisitor after he or she 'returns' from the other side of a fade tear. The outfit Leliana is wearing in the trailer has a Seeker emblem on it:

 

 

 

In the book she is Justina's bodyguard. She reports directly to Justina V.

It could be that the initial elements of the Inquisition (what we get immediately following the catastrophe) are primarily composed of Chantry, Circle, and Templar remnants. In that case, Cassandra, Cullen and Leliana are essentially giving their resources to the newly formed Inquisition. It might be that Cullen is one of the highest ranking Templar still alive after the disaster and so he brings with him soldiers that are loyal to him. 

 

Of course, that's just at the beginning, and the Inquisition will be shaped by our character as the game progresses.

That is exactly why I don't want him anywhere near my Inquisition. The guy let rapists and corrupted Templars run amok for 7 years, the guy think that beating up recruits is how you teach them to behave. It took Meredith going insane right in his face to realize that Templars could be corrupted.  He always came off as unfit for his job to me.

 

 

I don't blame him. The Templars are a traditional role, and you can hear from the recruits in Act 1 that everyone is expected to be extremely vigilant in their duty.

 

Besides, being in direct charge of personel doesn't mean he can avoid all disasters in the city. Kirkwall was insane, I won't judge his position without knowing if anyone else could actually have done better.

 

Besides, DA2 only really show us tiny bits of what goes on with him, DA:O even less.
