About how much cunning would I need for good persuasion?
I'm a rogue and I don't want to waste my skill points into persuasion if I'm going to dump most of my points into cunning. But I don't want to have bad persuasion for a good chunk of the game either.

Each level of coercion can be treated as 25 points in cunning. Toughest persuasion checks in the game is at 100. Eg. lvl 2 coercion requires 60 cunning to pass those checks (50 from coercion + (60-10) from cunning score).

You should be fine passing every persuasion check with Level 2 Coercion, if not Level 1, as your Cunning score progresses with the plot. By the end, your rogue could have more than 100 Cunning scores with gear bonuses.
However, there are 20 (or 21 for 360 version) skill points available in the game. If you choose to not spend points on Coercion, you will max out everything and left with 2 skill points for either Herbalism or Tactics, both fairly useless unless you don't use a mage for making potions or plan on playing other characters more.
You only need 1 rank in Stealing as well, since it is based on Cunning score.

How about Cunning for other skills? Stealing and Lockpicking? Would it be better to add 20 points of cunning or just 1 or 2 in lockpicking?

Get all four ranks. Unlike lockpicking, there are plenty of important Persuade checks, even early in the game (Cammen's Lament for example ("evil" way)).
EDIT: and getting 100 cunning is very unrealistic for many players. My latest playthrough with a 2h warrior, pumping nothing but strength, ended up with 97 Strength after gear, at level 21. Sure, go ahead, but for 99% of the game you won't have anywhere near that much cunning. Most players will probably have about 90 Cunning when they face the Archdemon.

Yes, they stack. Do you have the points to spare? Do you want to put them in something else? Will you have enough cunning/coerce in mid-game if you don't take more than two in coerce? It's up to you and how you play, of course.

The OP intends to build a Cunning rogue. So rank 3 and 4 Corercion is not needed is because the difficulty of Persuasion checks progresses with plots, and the rogue's Cunning progresses in addition to getting Coercion. I believe this is why the OP is concerned and wonder if the bonuses stack.
Another way to put this is that for every rank of Coercion, you get a bonus rank (roughly) because your Cunning score progressed as well. I don't think there are rank 4 Coercion check until at least mid game. So if the Cunning rogue cannot pass a persuasion check at any point during the game, neither can any other characters.
I threw 100 out there just to show that rank 3 Coercion is not needed because the bonuses stack. In fact 60+ Cunning does the same trick.
With that being said, I do suggest max out Coercion for your urge to intimitate once in a while, as the alternative skills are even less useful.
