Whether or not the reapers can be considered alive doesn't really matter. If it was the rachni that was killing everyone, I'd wipe them out completely with no regrets.

In general terms, I'd completely agree with you. But we're discussing it in terms of how genocide is defined. In which case it absolutely matters on whether you view them to be alive or not.

That's kind of a non-issue if you ask me. Like, really, what meaningful difference is there between "alive" and "'just' acting like alive?"

'meaningful' is rather subjective. However, as I said before, it certainly matters in terms genocide. I don't care if my enemy 'pretends' to be alive or not. What matters is how I perceive them. If I don't see a bunch of programmed tin cans as living things, then I don't see it as genocide when I blow them to hell.

From that Turing test that was "passed" a week ago, its at least the difference between an intelligence and a chatbot. Of course, I think the Geth are most definitely not chatbots.
