Is what Vivenne did in the PAX demo actually the same as what enemy mages did in DA2? I feel like what the mage did right before is more similar, but perhaps they turned into something. Either way, I want to do it.

I think that's two different abilities.

I'd wait till they explain what a rift-mage can do. And they have already said that the protagonist can't enter the fade at will. There'll be sequences in the game when you enter the fade. So I wouldn't say either that a rift-mage can use his/her specialization to enter the fade to skip to another location whenever he/she wants to. But that's just my opinion. Anyway we all should wait till a new info comes.

"Mages cannot teleport or travel great physical distances using magic" - The World of Thedas

That said, perhaps mages can teleport short distances?  I don't know exactly what the ability the Saarebas use in DA2 is, someone earlier stated that it was just fast movement, the wiki states that it is teleporting - which would seem to be the case.

Mages can't teleport, it's basically just like the blink ability from dishonored and has pretty much the same principles, you can move very quickly over a short distance aslong as you have a clear line of site and there are no obstacles in the way.

Both Gaider and Laidlaw have explained this previously and in wot since the cardinal rule in dragon age is that mages can't teleport ,not to long ago Laidlaw said this, and this from Gaider.

@user It's sort of a speedy "blink" move. Doesn't let you teleport, just move quickly.

The Cardinal Rule is meant to explain that magic cannot allow someone to disappear from one spot and reappear in another without somehow crossing the intermediate space. So no teleporting to the other side of a wall, no enemies appearing out of thin air through magic, no ability to travel long distances instantaneously.

In gameplay terms, this affects how teleportation usually comes into play--namely a means to have enemies come and go, or for mages to instantly bypass obstacles. It's not meant to prevent characters from traveling quickly from one side of the battlefield to the other, at least within their sight. There are lots of ways this might happen other than strict "teleportation" (Velanna traveling through the ground is one), but I know the visual effects guys can get carried away sometimes. There's a line to walk between having spell effects look flashy and having them appear lore-breaking--which, to me, the enemy mage "jump" effect ended up being (there was meant to be a flash between where they disappeared and where they reappeared, but that got dropped). They've committed to playing the effects a little closer to the chest this time around insofar as this particular rule goes.

We aren't actually entering the fade or anything like that,it's basically an ability that allows the mage to traverse a short distance either away from or to an enemy, each class has it's own ability to traverse the distance.

Pretty sure the venatori conjurer is using a similar ability to Vivienne just with an entirely different animation which is something dishonored did aswell.

I think a lot of it is to do with game lore, how do you imprison people when walls aren't an obstacle for them?

True. Teleportation is very clearly defined as one of the limits of magic, something you simply cannot accomplish. More than anything it's lore. Also, what about the "haste" spell from the creation school of magic? Isn't that enough for players to reposition their characters? If they are removing health regeneration so that the game can be more about preparation and tactics, then there better be no teleportation as it would just defeat the whole purpose of being strategic - position yourself well and you will win.
