I've never gotten this before in any of my PS3 and PC playthroughs until I used the console command "GiveAllGAWAssets" which gave me what I asked for as it's obvious. But I have never gotten this research data before? Is it bugged or did I not do something within the Citadel DLC?

NOTE: If you're gonna use this console command, it will get rid of some Assets such as Wrex and give you some assets that can potentially hurt your assets such as Rachni Breeder and Tuchanka Bomb EXPLOSION!

It was probably bugged and since EA pulled the support on Mass Effect 3, it was never fixed.

Yeah, sounds like a unused research data. It doesn't exist in game, if it does I have never found it.

I believe it was meant to be unlocked after Khan is discovered dead(During the Casino Mission). It's the only logical point in the game where it does seem probable to be unlocked. But I don't think BioWare saw the bug and so they never fixed it, which means it was meant to be unlocked kinda like StimPacks since Stims has a Bonus Power ID within the files.

I think Stim Packs was meant to be the unlockable bonus power for Citadel, but Bioware forgot to unlock it lol. Wouldn't surprise me if it was the same with this research.

I remember a moderator said that the bonuspower was removed for whatever reason at the last second. "Khan's Network Exposed" is apparently bugged though, because it's much easier to obtain it with just a console command or maybe gibb. For whatever reason, the coding for it may have had an error and not allowing it to be unlocked even when the conditions are met.

When did EA pull support for ME3?

Anyway addressing the topic, how is this considered "bugged"? You used a console command to bring this up and not everything was/is going to be decoded from the game, though these aspects are actually inaccessible through normal game-play.. It's obvious one cannot get this asset unless they force it somehow. This is no different than aspects in ME and ME2 where you can use the CC to call up weapons, armors, etc that are not part of the normal game-play. Anyhoo, if it were bugged (as the term is used in computing), wouldn't that prevent you from playing any part/all of ME3 properly?

I doubt it is bugged Most likely it was originally part of the DLC then the access to it was removed. I believe I saw someone else mention in some other thread that there is other Shadow Broker Intel similar to that where it is in the game but not accessible without editing the game.

As Tommy6860 points out (previous post), similar things exist in the ME1 and ME2 such as armor and weapons. This is also not exclusive to Mass Effect series either. A lot of games leave behind code to content that is inaccessible from the main game without editing or modding the game is some way. Probably the most well-known example is the "Hot Coffee" mod for GTA IV that caused a lot of commotion a few years back.

Anyway, I agree with previous posters that this is not a "bug". "Bugs" are typically 'X is supposed to work a specific way, but instead it does something different.' This falls under 'cut content' and not a an actual bug.

Yep, it is simply content left in, but left unscripted. Another good example is in DA:O where the GW can slaughter the Templars and Mages at the end of the Broken Circle quest. It is still actually coded into the game, but the script was removed (I guess so the GW could have a larger force for  the Final Battle). There's is actually a mod that restores this script and you can do this.

Back on March 2013....

Source plz? I looked it up and found nothing of the sort. I only read where EA may not guarantee that the "Extended Cut" will be offered no matter as updated in their EULA. In any case, your post regarding that asset is not a "bug", it is content left out of the script.

Yes, I am now aware of that. Go ask the multiplayer people on forums they'll give you the rundown.
