Blood Mages, Will there be a Story Impact?

Just like mana. Semantics. Mage is the one that decides how powerful of a spell they want to cast, blood magic doesn't automatically amplify. 

No, not like mana. Mana is the muscle, to the epo or steroid of blood and Lyrium. And Elu never said that blood magic always amplified the spells...

That's not entirely true. There's a letter in WoT from a magister to her apprentice stating "there are good reasons, quite aside from the Chantry's sermons, that such arts are now frowned upon." It does mention that the use of blood magic left the ancient Magisters more susceptible to demons.

Although blood magic is still widely-used in Tevinter, not every magister practices it. Maevaris, for instance, never uses blood magic in the comics.

 

Does the comic establish that she never uses blood magic or that is it that she didn't use any in that particular story?

Nope. Never says she that does not utilize blood magic. Mae simply doesn't use it in the comics.

The point was, the more mana/lyrium/blood spent the more powerful the spell, amplified, the point was that spells could be amplified without the use of lyrium and blood, and that blood wasn't inherently an amplifier, but merely another source. 

 

I never said that they instinctively knew it, but I don't think you necessarily have to learn from a book or demon that you can draw power from blood to amplify spells.

If you are talking about specific blood magic spells, a la blood boiling, then I would agree that you would have to practice a spell like that. Simple amplification I don't believe requires practice.

 

For example, during the attack on the Divine, the Senior Enchanter Jeannot used a blood magic laced fire spell against Evangeline without any seeming prior knowledge how to amplify his spells.

Look:

1) Anything first requires practice, even walking. 

2) Establishing the link between the mage and the blood is a feat that requires practice and even a some mana usage, though a lot less than using mana to power spells. It's like using a lever, you use less power but gain more.

3) Amplifying spells is very easy - you use more resource and the spell becomes more powerful, just like using muscles, more strain more power.
