I have to admit, tutorials are a pain. Especially on a second playthrough. Make it a toggle or at least allow the player to skip it, Bioware.

This really seems pretty damn whiny. And rather oblivious, considering the tutorials in BioWare games are important story sequences. Not just fluff that can be chopped off without affecting the story.
What's the big deal with a game starting with easy combat and giving the player instructions?
After the first time playing through, tutorials are rather dull and for many, can affect their enjoyment of the game. Once I know the game, I wouldn't want to wait for some forced tutorial. The first time it's very useful, but really isn't on subsequent replays. I'm a fan of a toggle or some other way to skip tutorials so I don't have to see it every time I'd want to start a new character.

I don't think you've read what has been said, and I'm not going to repeat earlier points, but if one has played the tutorial once, one knows the story. Yes, tutorials are easy combat- tedious. If one skipped the tutorial because they have played similar games before, games in the franchise, read somewhere how to play, or has played more than once do not need to see them again. Therefore, it would be nice to be able to skip them.

... yeah, I have bad news, alot of newer games don't have one or it's so bare bones it wouldn't help newbies at all. I blame the environmentalists.
A tutorial level would be interesting, not one that dumbs it right down but one that integrates the story into a tutorial scenario. Something of a Prologue sequence like Thrall speaking with Medivh in Warcraft 3.
Shooter tutorials are so stupid though, in DA2 you could also turn off the tutorials too. I don't think this will be a problem.
i hate when tutorial says how to move forward or how to swing a sword - some ppl actually configure keybindings BEFORE playing. alchemy tutorial (if it's more complex than buy recipe and mix ingredients) is always welcomed, but should be optional.
prologue, on the other hand, is a part of the story and should be mandatory, unless there are no choices to be made in it.

Well it depends on the tutorial I suppose, if it seamlessly integrated into the opening sequence of the game then I can deal with it, but if its an hour long chore then I'd hate it.
The only one that annoyed me was ME3 and that was mostly because of the unskippable cut scenes. As for da2 well it would have been nice to be able to skip that bit with the default Hawke but the rest of the tutorial was basically just the beginning of the game. I wouldn't want to skip that.
I don't think it's a big deal (unless it's like Me3). It also didn't help that ME3's CC, it was hard to get my shep to not look weird, so I had to replay the damn thing several times for each character.

If you check the twitter thread, the devs confirmed you can skip cut-scenes/cinematics after the first time you play through. So, I'm not seeing the difference here...
I absolutely loathe in-game tutorials. I find them insulting to the intelligence of the player. It also really makes me miss full paged instruction booklets.
If a tutorial is in-game then in should be completely optional. DA2 wasn't as bad as you could skip it as previously pointed out. ME3 however was appalling in this regard. Making the entire beginning level of Earth a dreadful hold-your-hand experience really scuffed my shoe.
In closing, I hope we get a simple instruction manual. If not, then at least the tutorial should be skip-able.
Hate instruction manuals. Skip-able is good.
I played JE a lot and all of the cut-scenes could be skipped. I only skipped a scene where Master Li is running and jumping because it was a bit long. Can't say I usually mind tutorials if it has some kind of story with it and it doesn't feel real long. Skyrim I skip with the alternate start mod.
Since BioWare tutorials are pretty heavily tied into the plot, I don't see it happening.

The tutorial itself is usually the prologue, which is part of the main story, so I just enjoy the story this game is telling me and not be frustrated with the tutorials that take up a fraction of the overall game hours.

It's like this for me too. If I only saw the tutorial once for each character I created there wouldn't be a problem. But it's usually half a dozen times before I don't get halfway through the tutorial, then decide my latest creation has to go back for some fine tuning. After which, back to the start of the tutorial for me. You could fix tutorial annoyances for me by leaving the tutorial alone and changing the character creator so I could see what I'd conjured up in the game environment.

I liked NWN version as well. It was a part of the prologue and you could skip it if you choose. It was still relevant to the story but the game didn't force me to play it.
I really don't care one way or the other, as long as character creation isn't preluded by any form of gameplay or unskippable video, and the game can be saved from the very start.

Yeah that terrible story Varric told was completely necessary and couldn't be done in a cutscene, it wasn't annoying at all to do every new game in addition to the escape from Lothering starting level.
