So, after becoming a spectre and gaining control of the Normandy, I decided to take my new ship out for a spin around the galaxy before getting down to business and chasing Saren. After wandering aimlessly for awhile, I thought the Voyager cluster looked like a good place to go. Once there Admiral Hackett phoned me up and asked me to track down an old Alliance probe that went missing over twenty years ago, but just recently began transmitting a signal again. The old man sure knows how to cut into a spectre's fun time, so I told him I'd check it out if I had the time. He grumbled and said he'd find someone else.

Then I remembered I really like to do that mission because of the quality sniping opportunities in it, so I went and did the mission anyway. Trouble is, I hit level 20 while doing it, and I after I got back to the Normandy Hackett wouldn't answer my calls. I had basically refused the mission, and now I can't get credit for finishing it. I appear to have bugged the UNC: Rogue VI quest in the process, because I've been to a few other systems since and leveled up a couple times, and Hackett still won't tell me about some trouble at the training facility on Luna. He really knows how to hold a grudge, that guy.

So, it seems like I can't go back to my own star system, can't help

Spoiler
and can't specialize my class. Reloading an old save isn't an option, so is there any other way to trigger this quest, maybe with the developer console?

try adding experience points with negative value, so you will be under level 20. Then try to add xp again in order to reach level 20 or superior

That´s my best guess, I never tried to remove levels from a character. At most, I reduced the number of paragon or renegade points.

Thanks for the idea. I ended up using the console to teleport to the moon and complete the mission that way. I did get class specialization at the end of it, and the mission shows as completed in the journal. However, when I returned to the Normandy I was back in the system I was in before using the console, and the "Local Cluster" doesn't show up on the galaxy map. Weird.

EDIT: I jusst loaded a previous from right before I tried the teleportation thing, and used the console to give myself negative xp -- theoretically enough to go below level 20 -- but while the xp total went down, my level didn't change. So, I'll have to hope the teleportation thing works.

Update: Okay so I jumped the gun.   Turns out the quest wasn't bugged at all. I finished the mission I was on, which was Corporal Toombs on Ontarom -- convinced him to let me shoot the Dr. Wayne, which was different, heh. Anyway, I'd done pretty much all I could before a plot mission, so I decided to head for Noveria. As soon as I entered that system, Hackett called me about Luna. Of course, now I've already frakked things up by using the console to complete the mission... so I've got to reload that save and redo Ontarom, then proceed to Noveria, then get the call from Hackett.

Sigh, that's what I get for cheating I guess.

I don´t like this term, cheating. I prefer to see it as toying, messing around, experimenting. It´s only cheating if you´re supposed to be playing seriously, like a sport tournament or something.

If it wasn´t for the console command cheat, I probably would not have the disposition to explore the vast possibilities of the trilogy.

I was trying to make light of my own impatience and bone-headedness. I've played ME1 so many times -- but clearly not enough times to remember to push the 'don't panic' button, heh -- that i don't mind messing around with the console at all. For instance that's the first time I ever used that teleport thing.
