Since I am still unsure of what version to get, as I don't think I'll have PS4 at the release date, I would like to know if the preorder DLC will be available on other consoles if you buy a different version of the game later, like some of it was in DA:O?

I'm pretty sure that all the (currently announced) DLC is available across all platforms.
You get some just for preordering, and even more for ordering the deluxe edition.
But apparently there's an "uber" edition coming along. Some people are waiting for that.
