I haven't hit 0 on anything in a long time. I try to keep everything stocked though, which is why I will spend all my credits even though I have a maxed manifest.
Things that go lower than I would like tend to be CM 4 (stockpiled mainly for solo), Shotgun 3's, AR 3's. I used to have an overabundance of SMG amps, but I was using a lot more SMG's recently just to try and rebalance them.
Rockets are #1
SMG amps are always at a premium.

That's really the only consumable I have trouble maintaining a decent stockpile of. I go through them like water and RNG seems to treat them like URs for me.
1. Ops Packs. Most of the time I never use one before it's too late and I'm dead anyway. Glowy corpse!
2. Incendiary rounds.1, 2, 3 and 4. Never enough. Damned sure got enough Cryo Ammo, though.
3. Cyclonic mods. Must have for squishy characters on Gold.
4. Power amps. Cloak, DC, bang.
5. Sniper Rifle Amps. Always running out of these.

Hmm, the only thing I'm actually ever short of is respec cards and medgel, I choose my kits for each game based on what consumables I've got the most of to avoid shortages.
Having said that, I'd like to get more of these so I can play my preferred kit's more:
Melee amps.
Shotgun amps.
Adrenaline amps.
SR amps.
Phasic ammo.
Basically, all the good stuff that lacks a level IV version.
