What is the point of Harkin?

Does Garrus have an unlisted number? Nobody in C-Sec except Harkin knows where he is? Why? Is Harkin his baby-sitter? All this rigamarole of finding Harkin just to find Garrus is kind of stupid. Just ask the Executor or look up his number on whitepages.com.

The value is mainly in the bit about Anderson not being forthcoming with his history with the Spectres and Saren.

Not only he hints about Anderson, but he also raises questions about Saren´s past.

 

You can go to the C-sec boss trying to find garrus, but he won´t mention anything regarding the investigation. 

 

It may be possible that Garrus was investigating on his own, since his boss told him that the case was closed for him.  Anyway, one interesting thing is that should you go to barla von instead and recruit wrex, you can skip meeting garrus at the clinic, as well as never interacting with Harkin. So it´s garrus that will request to join you when you´re about to leave the citadel.  If you do not speak to harkin, in me2 he will not recognize you.

While Garrus dislikes Harkin for being a notoriously bent cop, I can imagine that Garrus' own dislike for paperwork and red tape have caused the two of them to cross paths several times because Garrus likes to get things done, if not always by the rules. And since Garrus knows that Harkin is one step from being a criminal himself, he'd likely know where all the dodgy dealings are, so Garrus going for him to get information or track down any informants would make sense.

 

Someone like Harkin has his ears to the ground. He'd be a fool not to keep an eye on Garrus, just as much as Garrus is keeping an eye on him.

When you catch up with Garrus after talking to Harkin, he's trying to sneak up on some thugs who are holding Dr. Michel hostage. Bad time for your phone to go off.

To annoy all the femshep players.  He's sexist in the first game, then sends mercs and robots to kill you in the second.  I kept waiting for a renegade prompt to take him out.

I suppose because Garrus doesn't play by the rules. You need someone else to help you find him. The C-SEC chains can barely contain him.

I'm curious as to why we didn't have the option to kill him in ME2, because it was the perfect situation to do so. I could kill a crooked turian politician, but not the criminal that tried to kill Shepard? Madness.

Originally you were supposed to be able to, but then they had big plans for Harkin in ME3.  To avoid having to write in a Harkin VI to take his place if he was killed in ME2, they dropped the whole segment. It's a shame, as I hear the Harkin Arc in ME3 was supposed to be absolutely stellar, with over 5 missions on 3 different worlds.

Dr. Michel actually says something like this in her e-mail to Shepard in ME2 about how Garrus doesn't answer his e-mails.

Did anyone else think Harkin and his mercs were exceptionally dumb in ME2? As I recall, Garrus, Shepard, and the 2nd squadmate don't even have their weapons out when they arrive at his hideout, and yet he immediately decides to try have an N7/Spectre and an ex-C-sec officer/turian military veteran killed just for showing up at his door?

It's possible the volus contact in the warehouse entrance let Harkin know shep and co. were on their way. Harkin just assumed the worst.

My personal headcanon for it was that since the Council had told him to shove-off and the C-Sec investigation was closed, Shepard was trying to keep it under wraps that he was gunning for Saren. As such, he couldn't just go ask any C-Sec officer about Garrus as that would tip his hand, so Udina suggests Harkin since he'll keep his mouth shut (presumably because he's in Udina's pocket or at least is a frequent informant).
