While the Chantry isn't directly oppressing non-humans especially elves. They are quick to turn a blind eye to such injustice, just look at the conditions of the Orlesian alienages in Orlais, the Capital of the Chantry. Didn't the Divine force the empress to put-down a revolt of one of the alienages?

They may not be in the business of restructuring entire quarters of one of the largest cities in Thedas, the only reason there are elves in the first place is because the Chantry recommended mercy after the Human-Elf War of the Exalted Age.

Varric can't be the only dwarf who likens the Chantry to "nice Grandmas" and says "Maker's breath" from time to time. He's a few steps away from becoming Andrastian.

I'd say he is, culturally at least. He doesn't appear particularly devout but he use Andrastean terms and he claims to like the Chantry. He also doesn't appear to worship his ancestors.

I'd just say he doesn't have any "stone sense". Not sure that means proactively Andrastian. He actually entertains the idea of hoping Bartrand is in a better place or needs some prayers though.
