Tolan offers STG support to you on Sur'kesh if Kirrahe is dead, which means Linron doesnt have an actual say.
The reason the salarian are absent is because the epilogue shows squadmates. With Mordin dead, there is no salarian squadmate to be shown.
But if he survives, we can see him in the epilogue (26:51):
I meant this scene for example, which shows (if you accept "convention-canon") the core of the new citadel fleet...asari, turian and alliance ships.

Now as I have said, it's entirely possible that they simply didn't want to create a salarian ship model for that short scene and the 1-2 epilogue slides which show council race ships (probably the most likely explanation). But I can also see the salarians cutting ties with the other three council races for one reason or another (internal quarrels, civil war, isolationism, etc.)
the best way to make sense of it is to have the original council dead, and Kirrahee dead, then you get Salarian STG Task Force and Salarian STG as war assets
