Since we are talking about BG, sir Keldorn was married, and because of his life style his marriage was falling apart. We could help him save it, and I think I did, and even let him go back to his wife and kids. There was also a grey warden in Dragon Age Awakening, Keenan, his marriage was pretty much ruined by his duty to the order as well. Marriages and adventuring don't go well together.

Too late, we're running with this now.
So, as you're roaming Skyhold (is that the name of the place) you'll find Cullen in various spots (Kitchen, library, etc) just going through his routine. If you are not romancing him you'll begin to notice that the scribe is often sitting and chatting with him. A few times you might even come upon them just in time to interrupt a kiss. If you help the romance along you will at one point see them just about to kiss as they declare their love for one another and can even intrude (For a little flustered comedy) or hang back and let them declare their love before entering the room.
If you are trying to romance Cullen...it get's interesting. Scribe girl becomes sneaky about it. You'll enter a room and see Cullen is flustered, or seems a bit dazed. You'll find little gifts (Chocolates, books) all tied with a pretty little bow on counter tops and tables near where he is standing, and at least once you'll find lipstick on his neck or cheek. Cullen himself seems confused and unsure and your action can win him to your side or drive him into the arms of another woman.
And...since you are the Inquisitor you do have the option of tracking down his 'secret admirer' and confronting her, possibly to give your blessing and ask that she take good care of him....or that other thing some people wanted to do.

In most cases I don't it is so much that the writers are creating characters who are single (except for the LIs of course) but that most characters don't talk about their families or friends at all. Thus whether or not they have a significant other is unknown, at least to the player character. There is a limit on the amount of dialogue that each character can have, so the dialogue characters do gets tends to be more focused on important events in the plot or details that we absolutely need to know about their character. There are some exceptions of course, like Ashley Williams talking about her sisters or grandfather in Mass Effect, but usually in those cases its because those details about their families are important in establishing who that character is and what motivates them.

First of all, if I wasn't romancing him, she's welcome to him. Take Tali and Garrus as an example.
Secondly, if I AM romancing him, I am THE inquisitor and I have a magic glowing hand which means I'm obviously awesome and powerful so let's just say this "secret admirer" goes missing. Whooooops!

It was obvious to me it was a joke. That said, however, that doesn't mean it was a joke in good taste. Threatening violence against someone because they might steal your bang bait is something to be avoided. It would matter to me if it was a Cullen fan, an Iron Bull fan, a Tainty McGrizzleBeardTaint fan, that kind of joke is always going to be in poor/bad taste and called out as being such.
I'm a bit knew to the whole Cullen thing. Is he the new Alistair or something? I always thought he was just a templar dork
