Will Varric undergo any real character development this time?

That's probably the whole reason they brought him back, he still has an arc to explore.
He also won't be hamstrung by being a framing device this time too.

I don't think he will be romancable...one of the devs (Cameron Lee I think it was) hinted that he is too attached to that crossbow of his.

That man could make a turn a funeral into a rave. His charisma levels are so high, there are reports of both male and female juices being excreted from up to 4 miles away from his position. That dude is so smooth, he could convince the National Socialist party to hand Poland to the French. His chest-hair is so manly, that one strand contains the same amount of testosterone found in 5 bulls. His voice is so sexy, it could be used as an auditory replacement for viagra. His aim is so good, he could shoot a house fly from 200 yards away and pin it to a tree.

I would like the Red Lyrium to have a major effect on him (if your Hawke let him infuse it into Bianca), to the point where there is a huge difference between playthroughs where your Hawke didn't let him have it.

I think there's a good chance that he'll find Bianca again. I hope that's why they brought him back. Bianca designed his crossbow, so maybe she could be a sort of crafting agent if you bring her back to Skyhold.

I think it would be awesome to see more personal development in Varric. I don't want to use the word "bland," because he was far from it, but in DAII he was a bit in the background. Perhaps it was because he was the one telling the story, but he never really stood out like I hoped for him to. He was amusing, and he was always in my party, but I never really got to know him as much as I'd like to.
I actually hope to see him a bit more raw or gritty in Inquisition, but still want his sense of humor intact. Too much to hope for?

I thought Gerav was the one that designed Bianca.

Wasn't it the dwarf Gerav (whom we meet and kill in Legacy) that designed Bianca?

In the comics they say that Bianca made the plans for Bianca, but I guess Gerav was the one that assembled it? This is from the wiki on the comic;
When Varric awakens, he finds himself awaken to a female dwarf named Bianca greeting him at his bedroom door. She tells him she found a captain willing to cross the guild and sail them both away. Apparently both Bianca and Varric were on the run from the "Guild" and that she was the designer of Varric's signature crossbow, which at the time wasn't named yet and was meant to make them both rich. It is insinuated that Bianca and Varric never were able to escape and knowing that, he realized that the Bianca he was talking to was just an illusion of the Fade. Knowing that the Bianca spirit wasn't the real one that he loved and lost so long ago, Varric was able to walk away.

This is also taken from the wiki regarding Gerav
Once defeated, Varric revealed that Gerav wanted to design a repeating crossbow, and that Bianca was the only one that worked.
I'd say Bioware retconned the designer to be Bianca.

I remembered that from Legacy about Gerav, also. I'm honestly not sure how the two balance out or if they just thought Gerav was a small enough part that nobody would care.

Varric had like zero character development in 10 years. His friendship and rivalry paths are basically the same, his personal quests all revolved around the same thing, and as a character, he's pretty shallow. He's loyal and he tries to be funny. That's about it.
Hopefully that won't be the case in DAI.

Yeah, it involves Hawke acting like a jerk. Varric doesn't change much beyond a gameplay boost and being slightly more passive agressive.

I've played DAII several times back to back and I never found myself interested at all in his character, since he had very little, and I didn't think he was funny at all. The only 2 times I actually found him funny was in his Chapter 2 character arc and at the Launcet's house in Chapter 3. Other than that, he didn't do anything for me and I came off feeling rather indifferent to this supposedly "charming and hilarious" character.

But a significant part of Varric is that he gets along with a wide variety of people (even those he disagrees with), and that he uses humor to cover how he really feels about things. Remember how he only starts lying to Cassandra when he has to tell her about his brother? That is the real Varric right there. He covers up his emotions by making a huge joke out of it. Varric being easygoing no matter how much of a jerk Hawke is says just as much about him as other characters being touchy about Hawke's choices says about them.
But yeah, I don't think he'd be included in this game if he didn't have a story to be told.

Usually, I can see the traits in a character that people like/dislike, but in Varric's case I just don't see it. For example, my favorite character in DAII was Sebastian and even though I love him to bits, I can easily see why people could think he's boring or preachy. Same thing with Morrigan in that though I disliked her for being too uncompromising, I can see why people admire her for her Machiavellian, my-way-or-the-high-way personality. For Varric, however, I'm just not seeing this overly funny or charismatic guy (or really, anything to him) that everyone says he is, which is why he leaves me cold instead of invoking a particular feeling of like or dislike in me, and also why I really want to see him more developed in DAI.
