Granted she's a background character whom you only see for one single quest, but I'd go with Lia'Vael from ME2.
I also wish there was an option to drag the Volus who was harassing her to any nearby staircase and kick him off it to see if he rolls like a bowling ball.

But yes, that is yet another fundamental flaw of ME3.
ME2's squadmates and characters were EASILY the best in the series. Easily.

A real downer that ME2 DLC squadmates aren't even interactive in the sense of actually talking to them....
They do have a normal amount of lines to say when you take them on missions though. But the lack of normandy conversations remains painful
