I feel for that situation. Perhaps the Chantry/Circle could improve not only the mages' chances at success but their own perception by helping families to have more contact.I think it is more of if mother and Father Surana both live in the Denerim Alienage when if ever will the be able to afford the long journey to see their child, they might not even be literate let alone able to get any mail from Little Mage Surana. Finn shows some parents do keep up ties to the Mage children, but how many peasant fathers or Elven mothers can read their children's letters or afford the trek to the towers.
With that said, I'm a parent and while I afford endeavors for myself and my wife our majority focus is our children. If I were in Thedas, right after pissing myself in fear from all the horrible dangers, I would do everything I could to maintain contact with my children.
Go barefoot, wear rags, clean chimneys, emulate Forrest Gump's Mama... ;-) ... whatever was needed to get the coin necessary for travel or correspondence. It really comes back to personal accountability.

Sadly, peasants do those things already and it barely gives them enough to survive. I think those parents would be more relieved knowing that their children will receive education, housing and food every day instead of fearing hunger and the lord's henchmen. Of course, there's always the risk of abominations and angering the Templars, but it's still better than a normal peasant's life.

If Ma and Pa Surana have three children, and only one Mage child then you have to take care of the other two kids.
