Elthina neutrality was really problematic, she was at fault yes. There were problems with how Meredith and Orsino rule their groups. She believed that she could be living the Maker and let the mortals play it all without consequences. As the supreme rulers of both parties, it is irresponsible to let thing deteriorate.
Off course this does not mean Anders is a saint, he is a freedom fighter and he did what he believe would force their hand more quickly. Which is something that would happen whatever Anders planted the bomb or not but he is still a criminal just like Elthina, there is no moral ambiguity there.
I don't care about who is or is not a "criminal". Just because something's illegal doesn't make it wrong.
Not too long ago, kissing another man would've made me a criminal. Today, smoking weed would make me a criminal.
Sometimes, the law is harmful and bad. Sometimes, becoming a criminal is the right thing to do.
Reading through, seems people are sneeing at the idea of companions being 'basket cases' pretty heavily.
While it perhaps is true to an extent for some characters, the simple fact is that characters need arcs. They needs themes to enunciate and conflicts to resolve.
It's rather surprising how clueless many members of the BioWare forums seem to be about that. And hence why nearly all suggestions for characters are terrible. Because people seem to think, that, gosh, all you have to do is put this character in the story, and boom, you've instantly got a top-notch story. Pop the character in and great writing appears out of thin air! No actual work or thinking required!
Few people seem to understand that characters need to do something and not just show up and say witty things to be a great character.
Hence the importance of character arcs. And arcs can be born of external or internal conflict. Interal conflict is an incredibly huge, powerful, and eternal well to draw narrative value from. And to sneer at that as 'babysitting' characters or dismiss it because there are supposedly bigger issues at hand is frankly very foolish.

But lack of action isn't why she deserves to die.
