She does care about her sister. Regardless of what opinion you has, going after Serani and becoming a grey warden to save her is top priority for Velanna. She is willing to die if it means having at least a chance of returning her beloved sister.

I'm not justifing what Velanna did. but at least I can understand what made her do so. the few people she really cared about where killed by members of the race (or at least that's what it seems at the time) that she was teached for her whole life where the principal cause of all the pain of her people (she is a First, so she have even more knowlenge in this). She have an already vendictive and strong personality, in a world where the rule is a life for a life, she have gone blind revenge mode.

Isabella is actually much more socipathic than Velanna. Prior to meeting Hawke she pretty much had no long-lasting freindships. Everything was more or less business related. She is ultimatelly selfish, since her own hide is much more important to Isabella than everything and everyone else.

Being a murderer is definitely wrong, but that's not the same thing as sociopath. Sociopaths are incapable of empathy. Like the CEO who ruthlessly axes thousands of jobs and takes millions of dollars in bonuses. And then says "Greed is good." Or a serial killer like Ted Bundy.
Not all murderers are sociopathic. Some can form connections, albeit they are selective.
